Usually not. Spalling is a surface-layer failure and the structural slab beneath is typically sound. Milling the delaminated layer off and applying a polymer-modified cap restores the surface for far less than replacement. Replacement becomes the answer when spalling comes with structural cracking or settlement.
What causes concrete to spall in Florida?
